Gary Hall

Partner

Bill is a Co-Founder and Senior Advisor of American Triple I.  Bill was previously the 42nd Comptroller of New York City, serving eight years from January 2002 to December 2009.  Bill’s experience in managing the finances of the nation’s largest city has afforded him insight into the infrastructure needs of local and state governments and gives him keen sensitivity to the expectations and requirements of large institutional investors.  As Comptroller, Bill served as fiduciary to the five New York City Pension Funds, where he oversaw a combined portfolio for the five plans. While serving as the Comptroller, the New York City plan invested billions of dollars across various strategies including real assets and infrastructure.  During his tenure, Bill also worked with leaders of the financial services industry to reform the operations of the New York Stock Exchange and spearheaded the City’s innovative Banking Development District program. Prior to his work as Comptroller, he had served as Brooklyn Deputy Borough President and as a Member and five-term President of the New York City Board of Education. Bill also served as a Senior Vice President in Public Finance in the mid-1990s.

In addition to his role as Senior Advisor for ATI, Bill is Chief Administrative Officer and an equity owner of Siebert Williams Shank & Co.

Bill has a Bachelor of Arts degree from Tufts University.

Gary is a Partner at American Triple I, and a Partner and Co-President of Siebert Williams Shank & Co., LLC ("Siebert"), the nation's largest minority-owned investment bank. Gary also serves as a Principal and member of the Investment Committee for Clear Vision Fund, Siebert's private debt impact fund.

Gary's over 35-year career spans investment banking, private debt and equity, law, and government. Prior to joining Triple I and Siebert, he worked in JPMorgan's Public Finance – Investment Banking Group and served in the Mergers & Acquisitions Group of Banc One Capital Markets Inc. Gary also practiced law in the corporate finance department of Gardner, Carton and Douglas (now Faegre Drinker Biddle & Reath LLP). President William Clinton selected him for a White House Fellowship, during which he was assigned to the U.S. Department of the Treasury, and he went on to serve in the Mayor's Office of Budget and Management for the City of Chicago.

Gary serves on the Board of Directors of SIFMA, the Surdna Foundation, and the Bay Area Council (Executive Committee). He is a Trustee of the National Recreation Foundation and the California Academy of Sciences. Gary also serves on FINRA's Fixed Income Advisory Committee, the Milken Institute's Public Finance Advisory Board (Executive Committee), and chairs the National Association of State Treasurers' Corporate Affiliate Board. He is a former Chairman of the Municipal Securities Rulemaking Board, the self-regulatory organization that safeguards the $4 trillion municipal securities market, and previously served as an independent board director of Iteris Inc. (NASDAQ: ITI) prior to its sale in November 2024.

Gary holds a J.D. from Georgetown University Law Center and a B.B.A. from Howard University.
